Guillotine Cross: How do I chain the Cross Impact ?

I remember I can easily do chaining cross impact before. Just spam the skill on any target. But with the re-balance patch came in, I can't now.
My base AGI is 100.
My character keep animating the cross impact and I noticed there is no delay on skill bar anymore, but as I speak, I can't use any other skill just like before.
